Attachment 2 <br /> RESOLUTION NO. <br /> A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PLEASANTON <br /> PROCLAIMING A LOCAL DROUGHT EMERGENCY <br /> WHEREAS, the State of California is experiencing a major drought following a third <br /> consecutive year of lower than normal rainfall levels. As such, the governor declared a State of <br /> Emergency in January 2014; and <br /> WHEREAS, Zone 7 also declared a drought emergency in January 2014, and in April <br /> 2014 asked all water retailers, including the City of Pleasanton, to reduce demand by 25% <br /> because the State Water Project has reduced its allocation of water to Zone 7 to zero percent <br /> (0%); and <br /> WHEREAS, the City of Pleasanton needs to be able to react quickly to this critical <br /> situation involving public health, safety and welfare arising from unprecedented reduced water <br /> supplies, combined with very dry conditions; and <br /> WHEREAS, Municipal Code Chapter 2.44 [Emergency Organization] and California <br /> Government Code §§8630 et. seq. allows the City Council to proclaim a local emergency, and <br /> provides that City staff shall return to the City Council approximately every thirty (30) days to <br /> update this Local Drought Emergency situation. <br /> NOW, THEREFORE BE IT RESOLVED THAT THE CITY COUNCIL OF THE CITY OF <br /> PLEASANTON DOES RESOLVE, DECLARE, DETERMINE AND ORDER THE FOLLOWING: <br /> SECTION 1. It proclaims a Local Drought Emergency throughout the City and areas <br /> served by City of Pleasanton water service, as provided in Municipal Code Chapter 2.44 and <br /> California Government Code §8630. <br /> SECTION 2. This Local Drought Emergency shall remain in effect until its termination <br /> is proclaimed by the City Council. <br /> PASSED, APPROVED AND ADOPTED by the City Council of the City of Pleasanton at <br /> a regular meeting held on May 6, 2014. <br /> I, Karen Diaz, City Clerk of the City of Pleasanton, California, certify that the foregoing <br /> resolution was adopted by the City Council at a regular meeting held on May 6, 2014, by the <br /> following vote: <br /> Ayes: <br /> Noes: <br /> Absent: <br /> Abstain: <br /> Karen Diaz, City Clerk <br />
