MINUTES <br /> CITY OF PLEASANTON <br /> CITY COUNCIL <br /> April 15, 2014 <br /> Mayor Thorne called-the regular meeting to order at the hour of 7:00 p.m. Councilmember Cook-Kallio <br /> invited two Boy Scouts from Troop 949 to lead the Pledge of Allegiance. She then provided introductory <br /> remarks. <br /> ROLL CALL <br /> Present: Councilmembers Brown, Cook-Kallio, Narum, Pentin, Mayor Thome <br /> Absent: None <br /> CLOSED SESSION REPORT <br /> City Attorney Lowell reported that the Council met in Closed Session on three items. The Council met <br /> for conference with labor negotiators regarding negotiations with the International Association of Fire <br /> Fighters Local 1974 and Pleasanton Police Officers Association; no reportable action was taken. The <br /> Council met for conference with legal counsel regarding anticipated litigation against the city; no <br /> reportable action was taken. Lastly, the Council conferred with legal counsel regarding initiating <br /> litigation against an outside entity conducting business within Pleasanton, should circumstances <br /> warrant. No further reportable action was taken nor is any additional information available at this time. <br /> AGENDA AMENDMENTS <br /> City Manager Fialho reported the continuance of two items. Item 4, PUD 81-30 is being continued and <br /> may be placed on the May 6, 2014 agenda. Item 12, related to the approval of plans, bids and an <br /> award of contract for the Bemal Avenue/l-680 Interchange is being continued to May as well. <br /> CONSENT CALENDAR <br /> 1. Approved regular meeting minutes of March 4, 2014 and regular and-special meeting minutes of <br /> March 18, 2014 <br /> City Attorney <br /> 2. Introduced and waived first reading of Omnibus Ordinance No. 2093 amending the Municipal <br /> Code to clarify Youth Commission compensation; set quorum for Housing Commission; add <br /> option for selection of professional services firms; define smoking to include e-cigarettes; prohibit <br /> commercial services in parks; clarify use of water service; allow liens for unpaid utility services; <br /> delete design review for rooftop solar; correct conditional uses in industrial park district; adopted <br /> and waived full reading of Resolution No. 14-670 amending Master Fee Schedule to include <br /> penalty for failure to display disabled parking placard <br /> Community Development <br /> 3. Actions of the Zoning Administrator and Planning Commission <br /> 4. Waived second reading and adopted Ordinance No. 2090 approving the demolition of the <br /> existing building and the construction of 177 apartment units and related site improvements on a <br /> 5.9-acre site located at 5850 West Las Positas Boulevard in Hacienda Business Park, as filed <br /> under Case No. PUD-81-30-88D (formerly PUD-103) (Pentin Voted No) <br />
