SECTION 2. The Fire Department or the contractor, as the case may be, shall keep <br /> an account of the cost of abatement for each separate parcel of land where the work is done <br /> and shall submit to the City Council for consideration, hearing and/or objections, modification <br /> and confirmation, an itemized written report showing the cost, all as more particularly described <br /> by Government Code Section 39574. <br /> SECTION 3. The weed abatement costs, including a 100% administrative charge, <br /> shall be the responsibility of the property owner of the parcel of land where the work was done. <br /> SECTION 4.
