7. Accepted Public Improvements performed by Ghilotti Construction, Inc. for the Stoneridge Drive <br /> and Vineyard Avenue Overlay Project, CIP No. 125024, authorized the City Clerk to file a Notice <br /> of Completion; authorized the retention released in the amount of $49,429.43; authorized the <br /> transfer of the project unspent balance in the amount of $153,640 to the Street Capital <br /> Improvement Progam (CIP) fund balance <br /> Finance <br /> 8. Accepted the Comprehensive Annual Financial Report (CAFR) and Other Related Audits for the <br /> Year Ending June 30, 2013 <br /> 9. Adopted Resolution No. 14-662 accepting the Midyear 2013/14FY Operating Budget and <br /> amending the 2013/14FY Operating Budget accordingly <br /> 10. Adopted Resolution No. 14-663 accepting the Midyear 2013/14FY Capital Improvement Program <br /> (CIP) and amending the 2013/14FY CIP Budget accordingly <br /> MOTION: It was m/s by Cook-Kallio/Narum to approve the Consent Calendar as amended. Motion <br /> carried by the following vote: <br /> Ayes: Councilmembers Brown, Cook-Kallio, Narum, Pentin, Mayor Thorne <br /> Noes: None <br /> Absent: None <br /> MEETING OPEN TO THE PUBLIC <br /> 11. Public Comment <br /> Carmen-Rivera Hendrickson said she received a notice, which she forwarded to Councilmember Brown <br /> and Ms. Dennis, regarding twelve different state and federal grants offering approximately $120 billion <br /> in funding for disabled and homeless housing programs. She encouraged the city to actively pursue <br /> these grant monies in order to better provide for residents like her. <br /> Mike Oliver, Municipal Resource Group, said his firm was retained by the Alameda County Fair Board <br /> to assist with some of its long range planning efforts. Following its 100th anniversary, the Board <br /> embarked on a long term visioning plan with an eye towards ensuring that the fair remains a <br /> sustainable element with viable and relevant facilities to better serve the community over the next 100 <br /> years. Municipal Resource Group is now engaged in the second phase of the plan's strategic element, <br /> which focuses on facilities inventories, economics, and long range uses. The Council and public are <br /> encouraged to attend an upcoming community meeting regarding the project. <br /> PUBLIC HEARINGS AND OTHER MATTERS <br /> 12. Public Hearing: PUD-81-30-88D (formerly PUD-103), P14-0086, & P14-0024, Summerhill <br /> Apartment Communities - Consider (1) introduction of an ordinance approving a Planned Unit <br /> Development (PUD) Development Plan to demolish the existing office building and construct 177 <br /> apartment units and related site improvements on a 5.9-acre site located at 5850 West Las <br /> Positas Boulevard in Hacienda Business Park; (2) introduction of an ordinance approving a <br /> Development Agreement; (3) an Affordable Housing Agreement; and (4) Growth Management <br /> Agreement <br /> Community Development Director Dolan presented the staff report and a PowerPoint presentation. The <br /> applicant is proposing a Multi-Family Planned Unit Development (PUD) project located at 5850 West <br /> Las Positas Boulevard. The project consists of 177 apartment units located across four buildings on 5.9 <br /> City Council Minutes Page 2 of 18 March 18,2014 <br />
