Vice-Mayor Pentin explained that his motion is to support Option 1, which inherently includes the <br /> potential for phasing as part of the "evolution of the Specific Plan." <br /> Councilmember Cook-Kallio added that one of EIR alternatives being considered consists of no <br /> development, which is still an option. For those who support no development and feel they are not <br /> being heard, it is important to remember that is still part of the continued discussion. <br /> Mayor Thorne said this is a difficult issue, particularly because the community is so divided. With <br /> regards to whether RHNA was the catalyst for planning on the east side, he recalled that conversations <br /> about an east side study have been ongoing since the 1980s. He appreciated that the community now <br /> has an opportunity to look at this plan outside of the context of RHNA and to be considerate and <br /> creative in its options. He strongly supported further community discussion as part of the ongoing <br /> process and asked that those outside of the immediate neighborhood be afforded an opportunity for <br /> input as well. He said he felt strongly that with additional time and creative planning, the end product <br /> would something he would proudly and confidently place on the ballot. <br /> MOTION: It was m/s by Pentin/Cook-Kallio to direct staff to continue the Specific Planning process, as <br /> noted.
