THE CITY OF 17 - ,,; ' , 111 CITY COUNCIL AGENDA REPORT pLEAS4NTONm April 15, 2014 Operations Services TITLE: APPROVAL TO EXTEND THE EXISTING AGREEMENT WITH ALAMEDA COUNTY TO PROVIDE SEWER AND WATER OPERATION AND MAINTENANCE SERVICES FOR THE CASTLEWOOD SERVICE AREA FOR AN ADDITIONAL YEAR BEGINNING JULY 1, 2014 SUMMARY The Alameda County Public Works Department (County) oversees and administers the Castlewood Service Area (CSA) water and sewer systems. In February 2012, the County issued a Request for Proposal (RFP) No. 900973 for proposals to operate and maintain the CSA for the fiscal year starting July 1, 2012 and ending June 30, 2013. With resolution 12-508, City Council authorized city staff to submit a proposal for these services and the City's proposal was selected. Subsequent to that the County requested a one year extension for services from July 1, 2013 to June 30, 2014 which was also approved by Council in April 2013. This report recommends approval of an additional year requested by the County to provide services to the CSA from July 1, 2014 to June 30, 2015. RECOMMENDATION Approve the County of Alameda Standard Service Agreement Amendment (Attachment 1) to provide operation and maintenance of the CSA sewer and water systems for a period of one year beginning July 1, 2014. FINANCIAL STATEMENT The agreement anticipates payments to the City in an amount not to exceed $185,000 based on both a fixed monthly amount (of $8,372) and time and material costs as detailed on Exhibit B of the Agreement. Fees are set to assure that the operation is revenue positive to the City. The fee amounts represent the same fee structure as in last year's contract based on the anticipated work necessary for the next fiscal year.
