ORDINANCE NO. <br /> AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF PLEASANTON <br /> AMENDING CHAPTER 19.08 AND CHAPTER 19.36 OF TITLE 19 OF THE <br /> PLEASANTON MUNICIPAL CODE TO COMPLY WITH THE 2012 CLIMATE ACTION <br /> PLAN PERTAINING TO STREET DESIGN IMPROVEMENTS, AS FILED UNDER <br /> CASE P14-0002. <br /> WHEREAS, the City Council adopted a Climate Action Plan on February 7, 2012; <br /> and <br /> WHEREAS, the Climate Action Plan includes a number of strategies, goals and <br /> actions for reducing municipal and community-wide greenhouse gas (GHG) emissions; <br /> and <br /> WHEREAS, Action LU3-6 calls for changes to the municipal development codes <br /> to require that new projects include pedestrian and bicycle access through cul-de-sacs <br /> in new projects, except where prohibited by topography; and <br /> WHEREAS, the adoption of the Climate Action Plan was part of the project <br /> which was described in the Supplemental Environmental Impact Report certified by the <br /> City Council on January 4, 2012, and the proposed amendment is consistent with the <br /> Climate Action Plan and therefore no further environmental assessment need be <br /> conducted to adopt this code amendment; and <br /> WHEREAS, at its meeting of February 26, 2014, the Planning Commission <br /> recommended that the City Council amend Title 19 of the Pleasanton Municipal Code to <br /> require that new cul-de-sac streets enable through access for pedestrians and bicyclists <br /> where feasible; and <br /> WHEREAS, at its meeting of April 15, 2013, the City Council reviewed the report <br /> of the Director of Community Development and the recommendations of the Planning <br /> Commission regarding amendment of Title 19 of the Pleasanton Municipal Code <br /> regarding the design of cul-de-sacs. <br /> NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF PLEASANTON <br /> DOES HEREBY ORDAIN AS FOLLOWS: <br /> SECTION 1. The City Council finds that the proposed amendments to the <br /> Pleasanton Municipal Code are exempt from further environmental review and are <br /> consistent with the Pleasanton Climate Action Plan and the General Plan. <br /> SECTION 2. It amends Title 19 of the Pleasanton Municipal Code addressing the <br /> design of streets and cul-de-sacs as set forth in Exhibit A, attached hereto and <br /> incorporated herein by this reference. <br /> 1 <br />
