Each of these is discussed in more detail in the attached Planning Commission Staff <br /> Report (see Attachment 3). <br /> PLANNING COMMISSION ACTION <br /> The Planning Commission discussed this item at its meeting on February 26, 2014 <br /> (minutes are included in Attachment 2). James Paxson (Hacienda HOA) commented <br /> that developers and property owners would need to understand the alternative vehicle <br /> parking requirements early in the site development process. He also asked that <br /> language be added to the ordinance related to transit incentives to recognize that some <br /> existing incentive programs (such as in effect in Hacienda) may already meet the <br /> requirements of the ordinance. He also commented that it is important that alternative <br /> vehicle stalls are given a preferential location so there is an incentive to use them. The <br /> Planning Commission voted 5-0 to recommend approval of the amendment and to add <br /> language regarding equivalent incentives and the location of parking. <br /> Staff notes that in Attachment 1, Exhibit A, a sentence has been added to Section <br /> 17.26.020 that the requirement for a transit incentive may be fulfilled if the resident or <br /> new buyer receives equivalent transit services through other means. In regard to the <br /> location of parking for alternative vehicles, the ordinance provides for preferential <br /> location as close to the employee entrance as practical without displacing accessible <br /> parking stalls. <br /> PUBLIC COMMENT <br /> Public comment was received at the Planning Commission. No additional comment has <br /> been received. <br /> ENVIRONMENTAL ASSESSMENT <br /> The adoption of the 2012 Climate Action Plan was part of the project which was <br /> described in the Supplemental Environmental Impact Report certified by the City <br /> Council on January 4, 2012. The proposed amendment to the Pleasanton Municipal <br /> Code shown in Exhibit A of Attachment 1 constitutes implementation of Actions TR 1-6, <br /> TDM 2-7, and TDM 2-10 of the Climate Action Plan and is therefore consistent with the <br /> project as described and analyzed in the certified SEIR.
