A four- to nine-foot high retaining wall would be constructed on portions of <br /> the east side of the road and a four-foot high retaining wall would be constructed on portions of <br /> the west side of the road. To mitigate the visibility of the east retaining wall, the height of the <br /> retaining walls could be reduced by breaking the wall into two or more parallel/terraced walls. <br /> However, this option would result in removal of some of the existing heritage-sized trees, <br /> which the applicants are trying to preserve. Therefore, instead of terracing the retaining walls, <br /> staff recommends using landscaping to screen the wall. A condition of approval has been <br /> included to address this item. <br /> The exterior color of the retaining wall would be earth tone to blend into the hillside and <br /> landscaping would be installed to screen the retaining wall. The applicants have not specified <br /> the material for the retaining wall. A condition has been added requiring the material of the <br /> retaining wall be specified on the improvement plan and is subject to review and approval by <br /> the Director of Community Development. <br /> Home Site Locations. The VACSP allows three new residential home sites in the northern <br /> HR portion of the existing site. The VACSP Land Use Plan shows an irregular "blob" shape <br /> (mustard colored area shown in the figure below) indicating the approximate location of the <br /> three new home sites. Instead of three new residential lots, the applicants propose two new <br /> lots.
