CONCLUSION <br /> Staff believes that the proposed Alternative 1 site layout is a better plan than the proposed site <br /> layout plan and the Alternative 2 site layout plan for the reasons given in the staff report. Staff <br /> finds that proposed site layout is appropriate in the number of Hillside Residential lots and pad <br /> locations for the new homes, addresses the issues and concerns that staff normally has <br /> regarding hillside development, and conforms to the intent of the Vineyard Avenue Corridor <br /> Specific Plan. Staff believes the design guidelines take into consideration of the site's <br /> sensitivities and the site constraints. Therefore, staff is requesting that the Commission <br /> recommend approval of the proposed development plan. <br /> STAFF RECOMMENDATION <br /> Staff recommends that the Commission take the following actions: <br /> 1. Find that there are no new or changed circumstances or information which require <br /> additional CEQA review of the project; <br /> 2. Find that the proposed PUD development plan is consistent with the General Plan and <br /> Vineyard Avenue Corridor Specific Plan; <br /> 3. Find that the location of the proposed homesites result in an environmentally superior plan. <br /> 4. Make the PUD findings as listed in this staff report; and <br /> 5.
