URGENCY ORDINANCE NO. 2092 <br /> AN URGENCY ORDINANCE OF THE CITY COUNCIL OF THE CITY OF <br /> PLEASANTON AMENDING MUNICIPAL CODE CHAPTER 9.30; WATER <br /> CONSERVATION.PLAN TO INCORPORTE THE URBAN WATER MANAGEMENT <br /> PLAN AS NEEDED TO PROTECT THE IMMEDIATE THREAT OF POTENTIALLY <br /> SIGNIFICANT DROUGHT TO PRESERVE THE PUBLIC HEALTH, SAFETY AND <br /> WELFARE <br /> WHEREAS, California has been so persistently and extremely dry since 2012 that.the <br /> State of California proclaimed a Drought State of Emergency in January 2014, and the State <br /> Water Project (which is the source of about 80% of the City's water) has significantly reduced <br /> projected water deliveries;and <br /> WHEREAS, the State of California has directed that "Local urban water suppliers and <br /> municipalities are called upon to implement their local water shortage contingency plans <br /> immediately in order to avoid or forestall outright restrictions that could become necessary later <br /> in the drought season' and <br /> WHEREAS, the City's Urban Water Management Plan (2011) includes water shortage <br /> contingency planning and stages of action, but those are not reflected in Municipal Code, <br /> Chapter 9.30; Water Conservation Plan, which was adopted in 1991. and has not been updated <br /> since; and <br /> WHEREAS, the potential severity of drought requires urgent action as directed by the <br /> State's drought emergency proclamation to ensure that water shortage contingency stages of <br /> action can be implemented immediately to protect the public health, safety and welfare from <br /> potential water shortage due to drought. <br /> NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF PLEASANTON DOES <br /> HEREBY ORDAIN AS FOLLOWS: <br /> Section 1. The City Council adopts the amendments to Municipal Code Chapter <br /> 9.30; Water Conservation Plan as shown in the attached Exhibit 1. <br /> Section 2. A summary of this ordinance shall be published once after its adoption in <br /> "The Valley Times," a newspaper Of general circulation published in the City of Pleasanton, and <br /> the complete ordinance shall be posted in the City Clerk's office after its adoption. <br /> Section 3. This ordinance shall take effect immediately pursuant to California <br /> Government Code §36937(b). <br />
