Public Comment <br /> Mike Moran shared several ongoing concerns regarding traffic design and cyclist safety. He reminded <br /> the Council that only a few weeks after California passed a law requiring that motorists give cyclists no <br /> less than 3 feet of clearance, the city eliminated the bike lane on the bridge crossing the Arroyo near <br /> Main Street and provided no signage indicating shared use of the roadway. He noted that while the <br /> intersection of Greenwood and Valley contains cameras to recognize the presence of cyclists, these <br /> cameras have a view of Valley Avenue only. He also noted that following recent improvements at <br /> Moore Avenue, the signal recognizes motorists but not cyclists. He stressed that staff has always been <br /> pleasant and understanding when approached with his concerns but that no ground has been gained. <br /> He asked that the Council revisit the level of priority given to integrating bicycle and pedestrian traffic. <br /> PUBLIC HEARINGS AND OTHER MATTERS <br /> 11. Adopt a resolution declaring a water shortage and implement Stage 1 of the water shortage <br /> contingency plan by requesting that all water customers voluntarily reduce water usage by twenty <br /> percent <br /> Director of Operation Services Smith presented an overview of the current water situation throughout <br /> California and its impact on Pleasanton. On January 17, 2014 Governor Brown declared a state <br /> emergency, which was followed by a Tri-Valley Emergency Drought Declaration by Zone 7. Forecasts <br /> from the National Oceanic and Atmospheric Administration indicate that conditions are drier than ever <br /> before and that the 3-4 storms per week that would be needed to return to.a "normal" state are unlikely <br /> to occur. He reviewed precipitation patterns in the northern Sierras over the last 90 years, noting that <br /> 2014 has started out even worse than the driest year of record (2013) and precipitation levels are 40% <br /> lower than the worst recorded drought in 1976-1977. <br /> City Council Minutes Page 2 of 15 February 4,2014 <br />
