Mayor Thorne said he has been asked by a number of people to consider a procurement policy that <br /> prioritizes or incentivizes the use of local vendors and retailers. Though not limited this one example, <br /> he noted that some of the recently approved development projects are using vendors and contractors <br /> who may be familiar with the developer but not necessarily the city. He requested and received <br /> Council support to direct staff to look into creative mechanisms that would strongly encourage <br /> consideration of local vendors, by both private developers and the city itself. <br /> Councilmember Brown thought the direction was rather vague and asked that staff be mindful of any <br /> potential cost to taxpayers. <br /> Councilmember Cook-Kallio noted that the Council has, with some projects, made strong suggestions <br /> in this regard as part of the development agreement-. <br /> Mr. Fialho summarized the direction to staff. With regard to special consideration being given to local <br /> contractors and subcontractors, staff will have to evaluate how to legally and realistically accomplish <br /> that goal. A secondary component of that is the city's own practices and purchasing policies related to <br /> evaluating local versus outside companies. He stressed that he is also cognizant of the cost to <br /> taxpayers and that it is important these companies be competitive, regardless of whether they are <br /> doing business with a developer or the city. <br /> Councilmember Brown requested and received support for staff to agendize a discussion on the two <br /> items related to the downtown historic guidelines (historic neighborhood signage and 1st floor Design <br /> Review) in a timely manner. Specifically, she wished the items to come forward with sufficient time to <br /> allow meaningful discussion before Councilmember Cook-Kallio terms out in November. <br /> COUNCIL REPORTS - None <br /> ADJOURNMENT <br /> There being no further business, the meeting was adjourned at 7:24 p.m. The Council extended a <br /> tribute to our nation's men and women serving in the military.
