THE CITY OF <br /> 1 <br /> 77.1. lima CITY COUNCIL AGENDA REPORT <br /> FLEASANTON. <br /> March 18, 2014 <br /> Operation Services <br /> TITLE: ADOPTION OF (1) AN URGENCY ORDINANCE TO AMEND THE <br /> PLEASANTON MUNICIPAL CODE CHAPTER 9.30 WATER <br /> CONSERVATION PLAN TO UPDATE WITH THE URBAN . WATER <br /> MANAGEMENT , PLAN, AND (2) A RESOLUTION APPROVING AN <br /> AMENDMENT TO THE CONTRACT WITH ZONE 7 REGARDING <br /> SUSPENSION OF INDEPENDENT QUOTA FOR GROUNDWATER <br /> SUMMARY <br /> At its meeting of February 4, 2014, the City Council declared a Stage 1 water shortage <br /> which sets forth a voluntary program or 20% water reduction by Pleasanton water <br /> customers. In view of this action and in anticipation of the continuing drought, it is <br /> necessary, to adopt an ordinance amending the City's existing Water Conservation Plan <br /> as set forth in Chapter 9.30 of the Municipal Code to incorporate the Urban Water <br /> Management Plan, the Tri-Valley Water Retailers' Water Shortage Contingency Plan <br /> and reflect current water conservation practices. Due to the immediacy of drought <br /> conditions, this amendment is proposed as an urgency measure based on the <br /> immediate threat to the public health and safety created by the drought. The <br /> recommended resolution amending the contract with Zone 7 provides for additional <br /> groundwater pumping needed as a result of the zero percent water allocation from the <br /> State Water Project. <br /> RECOMMENDATION <br /> 1. Adopt the emergency ordinance amending Chapter 9.30 of the Pleasanton Municipal <br /> Code to incorporate the Urban Water Management Plan (Attachment 1). <br /> 2, Adopt a resolution amending a contract with Zone 7 suspending the independent <br /> quota for groundwater pumping during the drought (Attachment 2). <br /> FINANCIAL STATEMENT <br /> The adoption of this ordinance and resolution has no immediate fiscal impact. If the <br /> drought continues or worsens, staff will return to Council with further analysis on any <br /> potential impacts to the operating budget or the water enterprise fund. <br />
