Staff has included a condition to address the dog <br /> wash relocation. <br /> Floor Area Ratio <br /> The Housing Site Development Standards and Design Guidelines indicate that there is no FAR <br /> applicable to the residential developments. <br /> Open Space/Amenities <br /> The proposed project contains a variety of recreation areas and amenities. Recreation and <br /> community building space would include a fitness room and community lounge room. The <br /> central outdoor recreation area offers an outdoor swimming pool/spa, children's play area, <br /> open green area, and barbeque picnic area. Pedestrian paseos and pocket plazas would be <br /> provided in various locations throughout the complex. In addition, a water feature is proposed <br /> near the main entrance to the complex fronting West Las Positas Boulevard by the leasing <br /> office. In total, the project proposes 44,448 square feet of group open space on-site. <br /> The Standards require a minimum of 300 sq. ft. of group open space per dwelling unit (177 <br /> units x 300 = 53,100 sq. ft.). Private open space is not required, but, if provided, it can be <br /> deducted from the group open space requirement at a 2:1 ratio (i.e., one sq. ft. of private open <br /> space = 2 sq. ft. of group open space). The project would provide 44,448 sq. ft. of group open <br /> space and 9,524 sq. ft. of private open space, which is equivalent to a total of 63,496 sq. ft. of <br /> group usable open space. Therefore, the project complies with the open space requirements. <br /> Regarding private open space, the Standards do not require private open space be provided <br /> for each unit. One hundred sixty eight (168) of the 177 units would have private open space <br /> areas in the form of patios or balconies. The private open space areas range from 56 to 143 <br /> sq. ft. in area. The nine units without private open space are located on the second floors of <br /> Buildings C and D facing south (Arroyo Mocho). The applicant removed the balconies at those <br /> location in to response to the privacy concerns from a group of residents on the south side of <br /> Arroyo Mocho (Parkside neighborhood). <br /> The areas proposed for the tot lot and common open space have been adjusted to address the <br /> comments from the Planning Commission work session on September 11, 2013 so that these <br /> two areas would be sized appropriately and adequately to serve the residents. <br /> Overall, staff finds the project amenities and group and private open space to be acceptable. <br /> Transportation <br /> Traffic_and Circulation <br /> The project site is currently accessed via a full access driveway on West Las Positas <br /> Boulevard and signalized intersection at West Las Positas Boulevard and Hacienda Drive. <br /> Local roadways that serve the project site include West.Las Positas Boulevard, Hopyard Road, <br /> Willow Road, Hacienda Drive, and Stoneridge Drive.
