THE CITY OF <br /> `1' 11,11J CITY COUNCIL AGENDA REPORT 1 2 <br /> pL£ASANTONo - <br /> March 18, 2014 <br /> Community Development.Department <br /> TITLE: PUD-81-30-88D (FORMERLY PUD-103), P14-0086, & P14-0024, <br /> SUMMERHILL APARTMENT COMMUNITIES - CONSIDER <br /> (1) INTRODUCTION OF AN ORDINANCE APPROVING A PLANNED <br /> UNIT DEVELOPMENT (PUD) DEVELOPMENT PLAN TO DEMOLISH <br /> THE EXISTING OFFICE BUILDING AND CONSTRUCT 177 <br /> APARTMENT UNITS AND RELATED SITE IMPROVEMENTS ON A <br /> 5.9-ACRE SITE LOCATED AT 5850 WEST LAS POSITAS <br /> BOULEVARD IN HACIENDA BUSINESS PARK; (2) INTRODUCTION <br /> OF AN ORDINANCE APPROVING A DEVELOPMENT AGREEMENT; <br /> (3) AN AFFORDABLE HOUSING AGREEMENT; AND (4) GROWTH <br /> MANAGEMENT AGREEMENT <br /> APPLICANT: SUMMERHILL APARTMENT COMMUNITIES <br /> SUMMARY <br /> The applications are for a high-density residential development consisting of 177 <br /> apartment units and related parking, community facilities and other related site <br /> improvements on a site located at 5850 West Las Positas Boulevard, east of Hopyard <br /> Road and north of Arroyo Mocho in Hacienda. Related land use entitlements include an <br /> affordable housing agreement, a growth management agreement, and a development <br /> agreement. <br /> HOUSING COMMISSION RECOMMENDATION <br /> On February 20, 2014, the Housing Commission recommended approval for an <br /> Affordable Housing agreement as described in Attachment 2 . <br /> PLANNING COMMISSION RECOMMENDATION <br /> On February 26, 2014, the Planning Commission recommended approval of the PUD <br /> development plan application subject to the conditions shown in Exhibit A (Attachment <br /> 1) and recommended approval of the development agreement.. <br /> RECOMMENDATION <br /> 1. Find that the conditions described in CEQA Guidelines Section 15162 have not <br /> occurred as described in the Addendum to the SEIR and find that the previously <br /> prepared SEIR, including the adopted CEQA Findings and Statement of Overriding <br /> Considerations, and the Addendum to the SEIR are adequate to serve as the <br /> environmental documentation for this project and satisfy all the requirements of <br /> CEQA; <br />
