2013 Housing Element Annual Progress Report <br /> March 4,2014 <br /> Page 2 of 2 <br /> e The City conducted a comprehensive nexus study to review and potentially update the <br /> City's Lower Income Housing Fee.The study was completed and the consultant <br /> presented the Lower Income Housing Fee Study to the City Council and Housing <br /> Commission at a joint workshop in October 2013, at which time the Council and <br /> Commission voted to maintain the current Lower Income Housing Fees. In addition to <br /> considering the true cost of providing affordable housing,the study reviewed the impact <br /> of recent court rulings on inclusionary zoning ordinances (e.g., Palmer, Costa-Hawkins). <br /> e Amendments to the zoning regulations were approved to achieve compliance with state <br /> laws regarding emergency homeless shelters and supportive and transitional housing, <br /> agricultural employee housing, and requests for reasonable accommodation for the <br /> disabled. <br /> • An amendment to the zoning regulations was approved to revise the City's second unit <br /> ordinance to enable construction of second unit above garages which would allow for <br /> greater flexibility for accommodating second units. <br /> e An amendment to the zoning regulations was approved to adopt a Density Bonus <br /> ordinance consistent with the State law. <br /> o Staff outreach in support of affordable housing included promotion of the City's <br /> affordable housing incentives, meetings with several nonprofit developers regarding <br /> potential projects, and preparation for a workshop for nonprofit developers held in <br /> February 2013. <br />
