MINUTES CITY OF PLEASANTON CITY COUNCIL February 4, 2014 Vice Mayor Cook-Kallio called the regular meeting to order at the hour of 7:00 p.m. Councilmember Cook-Kallio led the Pledge of Allegiance and provided introductory remarks. ROLL CALL Present Councilmembers Brown, Cook-Kallio, Narum, Pentin, Mayor Thorne Absent: None CLOSED SESSION REPORT City Attorney Lowell reported the Council met in Closed Session for conference with labor negotiators regarding negotiations with International Association of Firefighters Local 1974 and Pleasanton Police Officers Association. No further reportable action was taken. AGENDA AMENDMENTS Mayor Thorne stated that Item 11 was pulled from the Consent Calendar and would be heard under Public Hearings and Other Matters. At Councilmember Brown's request, Item 7 was also pulled and placed at the end of Public Hearings for discussion. CONSENT CALENDAR City Manager 1. Accepted the Commissioners Absences Report for the period July 1 through December 31, 2013 Community Development 2 . Received actions of the Zoning Administrator and Planning Commission 3. Waived second reading and adopted Ordinance No. 2088 approving amendments to the Pleasanton Municipal Code relating to story pole requirements and demolition by neglect within the Downtown Specific Plan Area 4. Waived full reading and adopted Resolution No. 14-657 approving the Altamont. Settlement Agreement Education Advisory Board Expenditure Plan for Fiscal Year 2014-15 5. Public Hearing; P13-2458, City of Pleasanton — Introduced and waived first reading of Ordinance No 2089 amending Chapter 18.88 (Off-Street Parking Facilities) of the Pleasanton Municipal Code to modify parking requirements in exchange for fulfilling objectives of the Downtown Specific Plan, as filed under Case No. P13-2458; and waived full and adopted Resolution No. 14-65 accepting the Negative Declaration for an amendment to Chapter 18.88 (Off-Street Parking Facilities) of the Municipal Code, as filed under Case No. P13-2458 Jerry Hodnefield said he owns several properties in the downtown area that will be affected by this action. He stated support for the creation of new tools that will incentivize owners and developers to improve their properties and provide amenities for the benefit of the general public. He strongly recommended that any forgiveness of parking requirements should bear a proportionate relationship to the overall benefit provided.
