MINUTES <br /> CITY OF PLEASANTON <br /> CITY COUNCIL <br /> February 4, 2014 <br /> Vice Mayor Cook-Kallio called the regular meeting to order at the hour of 7:00 p.m. Councilmember <br /> Cook-Kallio led the Pledge of Allegiance and provided introductory remarks. <br /> ROLL CALL <br /> Present Councilmembers Brown, Cook-Kallio, Narum, Pentin, Mayor Thorne <br /> Absent: None <br /> CLOSED SESSION REPORT <br /> City Attorney Lowell reported the Council met in Closed Session for conference with labor negotiators <br /> regarding negotiations with International Association of Firefighters Local 1974 and Pleasanton Police <br /> Officers Association. No further reportable action was taken. <br /> AGENDA AMENDMENTS <br /> Mayor Thorne stated that Item 11 was pulled from the Consent Calendar and would be heard under <br /> Public Hearings and Other Matters. At Councilmember Brown's request, Item 7 was also pulled and <br /> placed at the end of Public Hearings for discussion. <br /> CONSENT CALENDAR <br /> City Manager <br /> 1. Accepted the Commissioners Absences Report for the period July 1 through December 31, 2013 <br /> Community Development <br /> 2 . Received actions of the Zoning Administrator and Planning Commission <br /> 3. Waived second reading and adopted Ordinance No. 2088 approving amendments to the <br /> Pleasanton Municipal Code relating to story pole requirements and demolition by neglect within <br /> the Downtown Specific Plan Area <br /> 4. Waived full reading and adopted Resolution No. 14-657 approving the Altamont. Settlement <br /> Agreement Education Advisory Board Expenditure Plan for Fiscal Year 2014-15 <br /> 5. Public Hearing; P13-2458, City of Pleasanton — Introduced and waived first reading of <br /> Ordinance No 2089 amending Chapter 18.88 (Off-Street Parking Facilities) of the Pleasanton <br /> Municipal Code to modify parking requirements in exchange for fulfilling objectives of the <br /> Downtown Specific Plan, as filed under Case No. P13-2458; and waived full and adopted <br /> Resolution No. 14-65 accepting the Negative Declaration for an amendment to Chapter 18.88 <br /> (Off-Street Parking Facilities) of the Municipal Code, as filed under Case No. P13-2458 <br /> Jerry Hodnefield said he owns several properties in the downtown area that will be affected by this <br /> action. He stated support for the creation of new tools that will incentivize owners and developers to <br /> improve their properties and provide amenities for the benefit of the general public. He strongly <br /> recommended that any forgiveness of parking requirements should bear a proportionate relationship to <br /> the overall benefit provided. <br />
