If designed with recreation in mind, it could be a regional jewel that future generations could <br /> enjoy. <br /> As it is now, Pleasanton contemplates it being a dumping ground for high density housing. <br /> I believe the East Side Specific Plan should be put on indefinite hold,that there should be a reassessment of the <br /> recreational potential of the area, and that the City of Livermore and EBRPD and the Livermore Area Park District should <br /> work with Pleasanton to design something we all as residents can be proud of. The East Side Specific Plan primarily <br /> should be focused on recreation, not urban development. <br /> Another issue is"the outside the UGB area" issue. Expanding the UGB requires a vote of the people. Unless the city <br /> wishes to embark on years of litigation for violating the UGB,the 1996 UGB ballot separate measure should be adhered <br /> to.
