page 3 <br /> Also, please estimate the air quality impacts of EPSP residents' out-commuting, based on <br /> income requirements to rent or purchase housing in the Plan area as well as the location and <br /> numbers of jobs that meet those income requirements. Determine whether build-out of the <br /> EPSP area will contribute to the continued decline in the percentage of employees that both <br /> live and work in Pleasanton. <br /> Finally, analyze whether these impacts can feasibly be mitigated with a somewhat different mix <br /> of housing that utilizes nonprofit developers to deepen the level of affordability and increase <br /> the percentage of affordable units in order to create a plan that, at a minimum, mitigates its <br /> own housing impacts and, ideally, makes a net contribution to addressing Pleasanton's <br /> longstanding jobs/housing imbalance. If a self mitigating plan proves infeasible, and the <br /> Preferred Plan or an Alternative is developed, address where else in Pleasanton the additional <br /> housing demands created above and beyond the current RHNA requirements, could best be <br /> addressed.
