Since the 2014-2022 RHNA obligations have been met (+ a <br /> surplus) based on new information out of the CA Dept of Housing, I highly suggest we postpone all <br /> planning of the EPSP until a time closer to the 2022-2023 RHNA period. <br /> Our resources can be better used on immediate initiatives to enhance Pleasanton, rather than working on a <br /> plan that might not ever be utilized. The current plans can be shelved and brought out again as ideas to <br /> leverage when the time comes. It doesn't make sense to keep planning them out now, as assumptions will <br /> likely changes in the next 8-10 years which will require re-work. We should instead come to the planning <br /> phase with fresh eyes in 8-10 years when needed, if ever needed.
