As you are aware, especially Councilmembers Narum and Brown who were in
attendance at many of our meetings as task force members themselves, the members of the
Task Force have spent well over a year focused on this project (commencing in August of
2012). We spent hours each month reviewing numerous documents and attending
meetings where we heard from various consultants and each Task Force member had
opportunities to regularly express his/her personal opinions as well as voice concerns of
our neighbors. Much time and financial resources have been put into this process by
everyone involved.
Although RHNA numbers have been an issue and regularly considered, it was never my
understanding that RHNA was the only reason for our committee to meet. It appears now
that because RHNA numbers have been met for the next rounds, some are suggesting this
whole process be tabled. I strongly disagree.
As a resident of the community at large and a neighbor of the East Side, I would like to see
the process continued. The EPSP is required to be done by the General Plan. It is good
planning to do it, both for the property owners who have a right to know the future of their
investments, as well as the neighborhoods who would prefer to be among other
neighborhoods rather than storage property and other unattractive land uses. The end
result, a specific plan, does not mean development would start immediately. It simply
provides a game plan for the future and property owners can determine development timing
based on the demand in the community.
1
