From:
Joanne Hall ; e' Gity Council
Sent: Tuesday, March 04, 2014 4:40 PM Y!i7 Y` i ; s°d > ,'tion of Packet
To: Matt Sullivan; Mayor and City Council; Nelson Fialho
Cc: Brian Dolan; Janice Stern; Maria Hoey; Pleasanton),W Clerk
RE: RHNA Update and EPSP
Subject: p
Dear Mr. Sullivan:
Thank you for taking the time to write and share your concerns about the East Side Specific Plan. This
email acknowledges receipt of your email to the City Council and the City Manager. Thank you again
for your interest in the City of Pleasanton.
Joanne Hall
Public Information Officer
From: Matt Sullivan '
Sent: Tuesday, March 04, 2014. 4:37 PM
To: Mayor and City Council; Nelson Fialho
Subject: RHNA Update and EPSP
Dear Mayor and Council,
I am writing about your item tonight on the update to RHNA and options for the EPSP.
As those of you that were on the Council at the time know, the result of the Urban Habitat lawsuit and
mandates from HCD forced the city to rezone 70 acres in the city for high density development. We
would certainly not have done this without these mandates. Subsequent to this the Council adopted
a revised Growth Management Ordinance to try and maintain the spirit of our voter-approved Housing
Cap and limit development approvals to "float" with our RHNA allocation.
Strangely enough, after doing all of this we now have a surplus of units allocated to RHNA. The
thought that we would add to this surplus by continuing to plan the East Side and approve a Specific
Plan for another 1800 plus units on top of this is completely inconsistent to our growth polices and
what I still believe is the will of the people. You should put the EPSP on hold indefinitely. If you want
to do something on the east side, establish it as an open space buffer between Pleasanton and
Livermore and build some trails and bike paths. Keep this land on ice until after 2022 to see what
comes out of the next RHNA cycle.
1
