THE CITY OF <br /> CITY COUNCIL AGENDA REPORT <br /> pLEASANTON. <br /> March 4, 2014 <br /> City Manager <br /> TITLE: ADOPT A RESOLUTION IN SUPPORT OF U.S. SENATE BILL 1789 TO <br /> AMEND THE COMMUNICATIONS ACT OF 1934 AND TO ESTABLISH <br /> SIGNAL QUALITY AND CONTENT REQUIREMENTS FOR THE <br /> CARRIAGE OF PUBLIC, EDUCATIONAL, AND GOVERNMENTAL <br /> CHANNELS, TO PRESERVE SUPPORT OF SUCH CHANNELS, AND <br /> FOR OTHER PURPOSES. <br /> SUMMARY <br /> The Tri-Valley Cities of Dublin, Livermore and Pleasanton jointly subsidize programming <br /> for Tri-Valley Community Television (TV 30). Recent legislative changes have resulted <br /> in limiting the use of Public Education and Government funds. Adopting a resolution in <br /> support of US Senate Bill 1798 will provide flexibility to fund TV 30 and reduce the <br /> subsidy provided by the City. <br /> RECOMMENDATION <br /> Adopt a resolution in support of U.S. Senate Bill 1789. <br /> FINANCIAL STATEMENT <br /> Adopting a resolution in support of U.S. Senate Bill 1789 does not have a direct fiscal <br /> impact on the City. If the legislation is passed it will allow the City to use Public <br /> Education and Government support funds for operations in addition to equipment and <br /> capital expenditures. This flexibility will allow the City to subsidize TV 30 through PEG <br /> revenue and reduce the current subsidy by the General Fund of approximately <br /> $140,000. <br />
