Mayor Thorne thanked Ms. Harryman for her presentation and help in getting around some of the false <br /> perceptions regarding wireless technology. He said that in not doing as Mr. Hirst recommended and <br /> encouraging expansion of wireless facilities, the City may be placing its own business park at a distinct <br /> disadvantage. He said he appreciated the exception process which provides a good workaround to <br /> meet current and future needs and said he could support the staff recommendation. <br /> Vice-Mayor Cook-Kallio said she supported the concept but found 300 feet to be arbitrary. She said that <br /> in this particular instance, the idea that federal law is stripping local jurisdictions of local control is a bit <br /> of a stretch. In latching on to local control the City loses access to information, which is not a local <br /> control issue. She moved the staff recommendation, with the amendment that all references to 300 feet <br /> be reduced to 200 feet which should appropriately deal with aesthetic issues. <br /> Mayor Thorne offered a second. <br /> Councilmember Narum stated her support. <br /> Councilmember Brown said her concerns over safety perceptions were satisfactorily addressed and <br /> shared her support for the motion. <br /> Councilmember Pentin stated his support. <br /> All members of the Council disclosed that they met with wireless carrier representatives in reviewing <br /> this item. <br /> MOTION: It was m/s by Cook-Kallio/Thorne to waive first reading and introduce Ordinance No. 2086 as <br /> amended. Motion passed by the following vote: <br /> Ayes: Councilmembers Brown, Cook-Kallio, Narum, Pentin, Mayor Thorne <br /> Noes: None <br /> Absent: None <br /> 15. Approved the 2014 City Council Committee assignments and the appointment of Jerry Pentin for <br /> Vice Mayor <br /> Mr. Fialho introduced the item, which is an annual reaffirmation of City Council Committee <br /> Assignments. He noted that staff received no requests for modifications and also called attention to one <br /> error on the staff report attachment. Membership on the Alameda County Liaison Committee is <br /> incorrectly listed and should reflect Councilmembers Cook-Kallio and Narum as members. <br /> Vice-Mayor Cook-Kallio noted that legislative subcommittee assignment was not included, which Mr. <br /> Fialho explained would come before the Council January 21, 2014. <br /> Mayor Thorne extended his thanks to Vice-Mayor Cook-Kallio for her work this past year. <br /> MOTION: It was m/s by Narum/Cook-Kallio to approve the 2014 City Council Committee assignments <br /> and the appointment of Jerry Pentin for Vice Mayor.
