Approved and authorized the City Manager to execute an agreement with PGAdesign, Inc. in the <br /> amount not to exceed $61,000 to develop the Pioneer Cemetery Master Plan <br /> MOTION: It was m/s by Cook-Kallio/Narum to approve the Consent Calendar, as noted. Motion carried <br /> by the following vote: <br /> Ayes: Councilmembers Brown, Cook-Kallio, Narum, Pentin, Mayor Thorne <br /> Noes: None <br /> Absent: None <br /> MEETING OPEN TO THE PUBLIC <br /> 8. Public Comment <br /> Christy Stanker of Assemblymember Joan Buchanan's expressed how much their office looks forward <br /> to working with the city in the coming year and encouraged the Council to reach out to her on any <br /> matters of importance to Pleasanton. <br /> PUBLIC HEARINGS AND OTHER MATTERS <br /> 9. Continued Public Hearing: P13-2446, P13-2447, and P13-2448, City of Pleasanton — Consider: <br /> (1) amendments to the General Plan, Downtown Specific Plan, and Downtown Design Guidelines <br /> relating to historic preservation and residential design within the Downtown Specific Plan Area; <br /> and (2) introduction of an Ordinance approving amendments to the Pleasanton Municipal Code <br /> relating to story pole requirements and demolition by neglect within the Downtown Specific Plan <br /> Area <br /> Mayor Thorne reminded the public that this is a continuation of the public hearing and asked those who <br /> wished to share public comment again share only new information. <br /> Community Development Director Dolan provided a brief itemized summary of the recommended <br /> actions. <br /> Councilmember Cook-Kallio requested an overview of the Mills Act program. <br /> Mr. Dolan explained that the Mills Act program allows for cities to enter into contracts with private <br /> property owners of historic resources to perform certain preservation related activities in exchange for <br /> property tax incentives. <br /> Mayor Thorne invited public comment. <br /> Arne Olson, Planning Commission, said his was the sole "no" vote when the Commission considered <br /> this matter on November 13, 2013 and the meeting minutes accurately reflect his comments. He <br /> referred to a letter from Peter MacDonald dated November 10, 2013 and asked that the Council <br /> consider its points carefully before placing its own vote. <br /> City Council Minutes Page 2 of 14 January 21, 2014 <br />
