WORKPLAN Ten (10) CDs of the MMRP(included on Final FIR CD) Subtask 8.12—Preparation As directed by the City,FCS will prepare CFQA findings for all identified of Findings and Statement potentially significant impacts associated with the Specific Plan.The Findings of Overriding of Fact will be in full compliance with Section 21081 of the Public Resources Considerations Code,which requires that to support a decision on a project for which an environmental impact report(FIR) is prepared,a lead or responsible agency must prepare written findings of fact(Findings) for each significant effect on the environment identified in the FIR. The Findings will include discussion of Project Alternatives:n accordance with Public Resources Code section 21002,which provides that"public agencies should not approve projects as proposed if there art. feasible alternatives or feasible mitigation measures available which would substantially lessen the significant environmental effects of such projects(." FCS will also prepare a corresponding draft statement of overriding considerations for review and use by the City. TASK 9—FORMAL The objective of this task is to shepherd the Draft.Specific Plan through various City, DOCUMENT REVIEW Connnissmnu and Council PROCESS Subtask 9.1 —Draft Plan Draft Plan to be circulated concurrently with EIR for public review and comments. Planning Team will prepare materials to present Specific Pla.i to: • Parks and Recreation Commission Meeting#2 and recommendations regarding the recreational component of the overall project. • Housing Committee Meeting#2 and recommendations regarding the housing component of the overall project. • Planning Commission Meeting#4 and recommendations regarding the EIR and Specific Plan. Subtask 9.2—City Council Incorporate Commission input as appropriate,present to Ci:y Council Adoption Meeting#5 for actions regarding the Specific Plan and environmental documents.
