WORKPLAN <br /> changes to the project or changes in report format,additional funds may be <br /> required and will be requested by FCS prior to proceeding with the report. <br /> Reproduce paper copies (with appendices on CD),CDs in PDF format,and <br /> one camera-ready original of the Draft EIR (assumes technical appendices on <br /> CD in PDI' format). FCS will prepare the notice of completion(NOC)and <br /> submit it to the State Clearinghouse. <br /> Subtask 8.7- FCS will prepare written responses to comments received or the Draft FIR <br /> Administrative Final that raise significant environmental issues and submit them for City staff and <br /> Environmental Impact Planning Team's review after the close of the public comment period. The <br /> Report responses to comments will be prepared based upon the CEQA Guidelines <br /> and the City's Procedures. To implement this,the following steps are <br /> proposed: <br /> The City's project manager will compile and transmit to ICS all written <br /> comments on the Draft EIR. <br /> FCS will confer with City staff and potentially the Planning:Team to review <br /> written comments on the Draft EIR and comments from public meetings <br /> and hearings to develop a general framework and strategies for preparation of <br /> responses. The format of the Final EIR will be as an attachment of <br /> responses to comments to the text of the Draft EIR. <br /> Submit copies of the Administrative Final FIR fir City staff and Planning <br /> Team review. Responses within this proposal's scope of work and budget <br /> consist of explanation,elaboration,or clarification of the data contained in <br /> the Draft HR with a budgeted effort of up to 60 hours for technical staff in <br /> this task. <br /> Subtask 8.8-Final EIR VCS will revise the written response to comments based upon comments <br /> from the City. The City's project manager will assemble comments on,and <br /> suggested revisions to,the Final EIR. One set of unified comments, <br /> incorporating all City staff comments will be provided to FCS. We will <br /> reproduce paper copies,one camera-ready original of the Final FIR,and CDs <br /> of the Final E lR(responses to comments document). <br /> Subtask 8.9-Mitigation FCS will prepare a Mitigation Monitoring and Reporting Program(MMRP) <br /> Monitoring and Reporting that complies with Public Resources Code Section 21081.6,as mandated by <br /> Program Assembly Bill 3180,for adoption at the time of the CEQA findings. The <br /> MMRP will be prepared in a format acceptable to the City. We will prepare a <br /> Draft MMRP in accordance with the CEQA Guidelines and the City's <br /> CEQA implementing procedures. The MMRP will be desig and to ensure <br /> compliance with adopted mitigation requirements during project <br /> implementation. In coordination with City staff,FCS will prepare the MMRP <br /> for mitigation measures that address significant impacts. The program will be <br /> designed to fit into the City's existing entitlement and project review process. <br /> The City will provide the format. We will coordinate with staff to refine <br /> MMRP content and format,prior to preparing the Draft MMRP.After <br /> review and comment on the Draft MMRP,FCS will revise the MMRP, <br /> according to the comments provided,and will submit paper copies,one <br /> __.
