WORKPLAN <br /> MEETINGS <br /> Task Force 2 <br /> Commissions / Committee 5 <br /> City Council 1 <br /> TASK 5—ANALYSIS OF The objective of this task is interactively prepare an analysis of the key alternatives to <br /> PLAN ALTERNATIVES Worm the planning process. <br /> Subtask 5.I -Traffic Trip Generation.Distribution and Assignmcpt <br /> Impact Assessment Develop trip generation estimates for up to three land use alternatives to be <br /> developed by the Task Force,including reductions to account for internal <br /> and non-motorized trips. The trip generation estimates will be based on <br /> national research conducted by Fehr&Peers for the EPA.This validated <br /> method relies on data from household travel surveys and GIS databases from <br /> six metropolitan regions. Statistical equations derived from the data revealed <br /> that the primary factors affecting reduction in automobile travel arc: <br /> • The total and relative amounts of population and employment on the <br /> site <br /> • The site density(floor area ratio) <br /> • The size of households and their auto ownership <br /> • The amount of employment within walking distance of the site <br /> • The pedestrian-friendliness (small blocks and sidewalks)of the site <br /> • The density of bus stops,presence or absence of a rail :station,and the <br /> access to employment within a 30-minute transit ride of the site <br /> These factors will be developed in consultation with the Planning Team to <br /> ensure that the trip generation estimates are consistent with the alternative <br /> plans. <br /> Determining the directions of approach and departure for traffic will be an <br /> iterative process.First,the general traffic distribution by land use type will be <br /> determined using available travel models for the area and existing travel <br /> patterns in the area. Separate distributions will be developed for the specific <br /> site uses (such as potential retail,office,and residential). <br /> Document the project's transportation characteristics including trip <br /> generation,distribution,and assignment in a technical memorandum for the <br /> Planning Team and City to review. <br /> Transportation Demand Model <br /> Use the City of Pleasanton's city-wide travel demand model,as modified to <br /> reflect the approved Housing Element. For this task,new data representing <br /> the land use and/or transportation system changes will be input to the model, <br /> and model output will be used in accordance with the model's documented <br /> procedures. Intersection turning movement forecasts,roadway segment <br /> forecasts and operations will be developed and evaluated. <br /> Document the model process and summarize the resulting intersection <br /> turning movement forecasts and road segment forecasts for the Planning <br /> Team and City to review. <br /> GATES <. <br /> .._-..T._ -.. +ASSOC IATES <br />
