immediate safety hazard in order to assess alternatives and give the public an <br /> opportunity to make proposals for rehabilitation or relocation. <br /> *Demolition of a residential building for purposes of historic preservation shall be <br /> defined as the removal of the front facade or the most visible facade from the street, <br /> including changes to the roof and roof line, but excluding the replacement of windows <br /> and doors. The front or most visible facade shall be considered the forward most ten <br /> feet of the structure and roof/roofline. If the portion(s) of a building that is(are) <br /> required to remain as described above are later determined by the Director of <br /> Community Development to be unusable (e.g., due to dry rot, termite damage, etc.), <br /> then said portion(s) may be removed and reconstructed provided the new exterior <br /> construction matches the look of the original in material, composition, design, color, <br /> texture,shape,and dimensions. Changes to the front facade and roofline as described <br /> above that are determined to be consistent with the Secretary of Interior's Standards <br /> for Rehabilitation shall not be considered a demolition. <br /> 3. Prohibit the demolition of any non-residential building or a residential building in a <br /> commercial or office zoning district found to be historically significant with regard to <br /> based on the California Register criteria unless such building is determined by the <br /> Chief Building Official to be unsafe or dangerous, and if no other reasonable means of <br /> rehabilitation or relocation can be achieved. A 45-day public notification period shall <br /> be implemented for buildings proposed to be demolished which do not pose an <br /> immediate safety hazard in order to assess alternatives and give the public an <br /> opportunity to make proposals for rehabilitation or relocation. <br /> 1. New non-residential building design, including the design of replacement--buil-dings-for <br /> buildings older than 50 years w-• - . - ... = . - • - -- •= should draw upon the <br /> primary exterior features of the Downtown's traditional design character in terms of <br /> architectural style and materials, colors, details of construction, height, floor area, <br /> bulk, massing, and setbacks. These building elements should be consistent with those <br /> elements of buildings in the immediate neighborhood, and the design of <br /> new/replacement buildings should not represent a significant departure from the <br /> existing neighborhood character.
