No physical changes, such as construction or tree removal, are proposed as part <br /> of this PMC amendment. The Pleasanton General Plan EIR required no <br /> mitigation/improvement measures for biological impacts and deemed all biological <br /> impacts without mitigation as being less than significant. The Pleasanton Housing <br /> Element and Climate Action Plan (CAP) EIRs do include several mitigations for <br /> construction and demolition related to biological impacts on potential development sites. <br /> These mitigations will be implemented as required for projects which involve construction <br /> or demolition. No construction or demolition is proposed as part of this amendment. <br /> The PMC amendment is not anticipated to create any new or additional impacts which <br /> have not already been studied in the Pleasanton General Plan, Housing Element, CAP <br /> and Downtown Specific Plan EIRs. Therefore, these would be less than significant <br /> impact. <br /> 5.3 AGRICULTURAL RESOURCES <br /> Environmental Setting <br /> The Downtown Specific Plan Area is located in an urbanized area and the <br /> Downtown Revitalization District is the primary commercial district Downtown. <br /> None of the land in the Downtown Specific Plan Area is zoned Agriculture. <br /> According to the Pleasanton General Plan, none of the land in the Downtown <br /> Specific Plan Area is Williamson Act Land (which restricts land to agriculture or <br /> open space uses) and the land area is designated as <br /> Developed/Urbanized/Urban and Built-Up land by the California Department of <br /> Conservation'. <br /> Standards of Significance <br /> For purposes of this environmental document, an impact is considered significant if the <br /> proposed project would: <br /> • Convert Prime Farmland, Unique Farmland, or Farmland of Statewide Importance <br /> to non-agricultural uses; <br /> • Conflict with or result in the cancellation of a Williamson Act contract; or, <br /> • Adversely affect agricultural production. <br /> Agricultural and Forest Resources <br /> In determining whether impacts to agricultural resources are significant environmental effects, <br /> lead agencies may refer to the California Agricultural Land Evaluation and Site <br /> Assessment Model (1997) prepared by the California Dept. of Conservation as an optional <br /> model to use in assessing impacts on agriculture and farmland.
