CITY COUNCIL AGENDA REPORT <br /> LAVT6K <br /> February 4, 2014 <br /> Community Development <br /> Planning Division <br /> TITLE: P13-2458, CONSIDERATION OF: (1) INTRODUCTION OF ORDINANCE <br /> TO AMEND CHAPTER 18.88 (OFF-STREET PARKING FACILITIES) OF <br /> THE PLEASANTON MUNICIPAL CODE TO MODIFY PARKING <br /> REQUIREMENTS IN EXCHANGE FOR FULFILLING OBJECTIVES OF <br /> THE DOWNTOWN SPECIFIC PLAN; AND (2) THE NEGATIVE <br /> DECLARATION PREPARED FOR THE PROPOSED CODE <br /> AMENDMENT <br /> SUMMARY <br /> The City is initiating a Pleasanton Municipal Code (PMC) amendment to section 18.88 <br /> (Off-street parking facilities) in order to encourage private redevelopment for updating <br /> private properties located in Downtown Pleasanton by waiving in-lieu parking fees if <br /> owners/developers of eligible parcels provide a public amenity, such as a mini-plaza, <br /> that meets the objectives of the Downtown Specific Plan. Staff has drafted proposed <br /> amendments of the Pleasanton Municipal Code (PMC) to address waiving in-lieu fees <br /> for eligible parcels within the Downtown Revitalization District. Code amendments <br /> require review and recommendation from the Planning Commission to the City Council. <br /> Accordingly, the amendment is before the City Council for consideration and action. <br /> PLANNING COMMISSION ACTION <br /> At their January 8, 2014 meeting, the Planning Commission unanimously recommended <br /> approval of the Code amendments as outlined in Attachment 1. <br /> RECOMMENDATION <br /> 1. Find that the proposed Code amendment does not have a significant effect on the <br /> environment and adopt a resolution approving the attached Negative Declaration <br /> (Attachment 2); and <br /> 2. Introduce the draft ordinance amending the Pleasanton Municipal Code as shown in <br /> Attachment 1. <br /> FINANCIAL STATEMENT <br /> The City will exchange the payment of in-lieu parking fees for the value of a public <br /> amenity that is equal to or in excess of the amount of the in-lieu parking fees to be <br /> waived. It is anticipated that development projects that are granted approval to <br /> construct a public amenity, such as a mini-plaza, will result in increased revenue to the <br /> City through sales taxes and business license fees, and also could result in increased <br /> overall economic vitality in the Downtown. <br />
