<br /> Pleasanton's population is older than other Tri-Valley cities. Its average age of 40.5 exceeds
<br /> Livermore's 38.2 and Dublin's 35.3, as shown in Table 2. Pleasanton has the highest share of
<br /> "active" seniors in the 65 to 79 years age cohort as well as children, and the least young
<br /> professionals between the ages of 20 and 34. The age distribution suggests Pleasanton's
<br /> desirability among affluent families that seek school performance and other quality of life
<br /> amenities for their children. Many of these parents are also likely to remain in the City after
<br /> retirement, resulting in strong demand for senior services.

<br /> Pleasanton has become more ethnically diverse over the last 20 years. The City's residents are
<br /> increasingly diverse, well-educated, and affluent. Asian and multi-race persons have become a
<br /> significantly greater share of the population.2
<br /> Recent Economic Trends
<br /> At this time, the United States is still recovering from the Great Recession and economic
<br /> conditions remain uncertain. The Great Recession had a profound effect upon local economies,
<br /> growth, and related fiscal conditions in California cities, with widespread home foreclosures,
<br /> unemployment, reduced consumer confidence and credit, and declining property values. These
<br /> conditions have diminished General Fund revenues from property, sales, business license,
<br /> development fees and other sources in recent years. While home values have started to recover,
<br /> the effect on municipal revenues is delayed. At the same time, demand for many of the public
<br /> services funded through the General Fund, such as public safety, facility maintenance, and park
<br /> and recreation, has remained steady and in some cases increased.
