THE CITY OF <br /> Parks and Recreation Commission <br /> 6 4 : :i Staff Report <br /> December 12, 2013 <br /> ° Item 4 <br /> SUBJECT: CONTINUED REVIEW OF ELEMENTS AND DESIGN FOR THE OAK <br /> WOODLAND AREA ADJOINING AND ASSOCIATED WITH THE BERNAL <br /> COMMUNITY PARK, PHASE II <br /> SUMMARY <br /> At your meeting of October 10, 2013, the Commission reviewed the Schematic Plan for the Oak <br /> Woodland area of the Bernal Property and expressed general approval of the overall plan. <br /> However, the Commission elected not to take action on the plan pending further review of the <br /> potential for including a dog park as part of this phase of the development. In addition, individual <br /> commissioners made comments regarding specific elements of the plan, including, 1) an <br /> additional trail entry point in the area adjacent to Bernal Phase I access road on Valley Avenue <br /> to create a natural "extension" to the Marilyn Trail, 2) the retention of open space to <br /> accommodate the placement of public art to be identified and installed at some future time, and <br /> 3) some recognition of the hay fields that have been farmed on the property for a number of <br /> years, all of which warrant additional discussion prior to final action. As a result, this report <br /> provides information on these matters. <br /> Due to the fact that a full presentation of the schematic plan was made at the October 10 <br /> meeting, one is not planned for this meeting. However, included as Attachment 1 to this report is <br /> the Commission's October 10, 2013 agenda report that includes information on the Oak <br /> Woodland area. Notwithstanding this, it should also be noted that for design and functional <br /> reasons, the project architect has eliminated the "observation mound" proposed for a central <br /> area location and replaced it with more natural landscape and topography. Other than this <br /> amendment, all areas remain as presented to the Commission in October. <br /> RECOMMENDATION <br /> 1. Review and recommend City Council approval of the Bernal Property Oak Woodland <br /> Schematic Plan with the following modifications: <br /> a) Include an additional access trail entry point on Valley Avenue to create an <br /> "extension" of the Marilyn Kane Trail <br /> b) Direct the project designer to include interpretative signage denoting the historic <br /> use of the property as an agricultural site <br /> 2. Determine that further study of a new additional dog park should occur as part of the <br /> City's Park Master Plan review and implementation process. <br /> FINANCIAL STATEMENT <br /> There is no financial impact associated with this report. <br />
