Commissioner Wahl was not in favor of holding up the Oak Woodland area project in trying to <br /> include a dog park. She felt that when discussing the Parks and Recreation Master Plan with <br /> City Council, the Commission should make Council aware of the need for dog parks, along with <br /> the many other needs. Commissioner Wahl indicated she supported the staff recommendations. <br /> Commissioner Kinzer thanked staff for bringing this project back to the Commission with the <br /> modifications and indicated that he thinks the plan and changes are good. However, with regard <br /> inclusion of a dog park, he was unsure how complicated it would be to make a change and not <br /> sure it would be compatible with this project, but was concerned about losing an opportunity to <br /> get another dog park. <br /> Chairperson Streng discussed an email he had sent to Mr. Bocian indicating the community <br /> need for a dog park amenity. He questioned what the stumbling block was for not including a <br /> dog park in the Oak Woodland area. <br /> Mr. Bocian advised that a dog park doesn't fit in the design plan and was not something that the <br /> community had indicated they wanted for this area. No sub-areas mentioned a dog park when <br /> the community voted on this. <br /> Chairperson Streng was unsure that the voters would think a dog park was incompatible, when <br /> there is an opportunity for this amenity to be delivered now. He also noted that nothing in the <br /> foreseeable future allows for a dog park in the Bernal Community Park. Chairperson Streng felt <br /> that if there was sufficient support from the Commission to explore the addition of a dog park for <br /> the Oak Woodland area, then he like to move this forward. <br /> Commissioner Balch discussed Attachment 3 of the Staff Report, and questioned whether a dog <br /> park was still included in this plan. Mr. Bocian advised that it had been removed because <br /> information provided to the voters did not include a dog park. <br /> Commissioner Kinzer questioned that this didn't mean it wasn't supported, but that it wasn't in <br /> information that went to the voters. Mr. Bocian confirmed that the Specific Plan presented to the <br /> voters did not include a dog park. He noted that staff work hard to accommodate what City <br /> Council and the Commissions want, but are cautious because of what has been given voter <br /> approval. <br /> Chairperson Streng felt that given the size of the Oak Woodland project that a dog park could be <br /> added without disrupting the design. He believes there is a way that the amenity could be <br /> included without destroying the concept. Chairperson Streng suggested the Commission <br /> approve the Oak Woodland Schematic Plan under the condition that significant effort be made to <br /> include a dog park. <br /> Commissioner Wahl noted that she could not support the recommendation and was concerned <br /> about the legal aspects.
