THE CITY OF 1 3 <br /> "' CITY COUNCIL AGENDA REPORT <br /> LEASANTONC <br /> February 4, 2014 <br /> Assistant City Manager <br /> TITLE: REVIEW AND APPROVAL OF THE ELEMENTS AND DESIGN FOR <br /> THE OAK WOODLAND AREA OF THE BERNAL PROPERTY <br /> SUMMARY <br /> In June 2013, the City Council approved the City Four Year Capital Improvement <br /> Program (CIP) Budget appropriating $14.3 million to the $16.5 million Bernal <br /> Community Park, Phase II Lighted All Weather Multi-Purpose Sports Fields (Bernal <br /> Community Park, Phase II) and Oak Woodland project. The City Council also approved <br /> an amendment to the existing Harris Design contract to include preparation of design <br /> and construction documents for the Oak Woodland area. Since the authorization to <br /> begin design work on the Oak Woodland area, staff has been working with Harris on the <br /> overall Oak Woodland design (Schematic Plan/ Attachment 1) which was approved by <br /> Parks and Recreation Commission (Commission) at its meeting of December 12, 2013. <br /> As a result of that action, staff is forwarding the Schematic Plan to the City Council for <br /> its review and approval which will allow design and specification work to continue until <br /> issuance of the Request for Bids this spring. <br /> As part of its review of the Oak Woodland area, the Commission discussed the potential <br /> for including an off-leash dog area (dog park) within either the Oak Woodland, Bernal <br /> Community Park Phase II, or the greater Bernal Property. As an outcome of that <br /> discussion, staff is also requesting City Council direction regarding an appropriate <br /> process for determining the need for and placement of an additional dog park. <br /> Attachment 2 is the Commission's December 12, agenda report which includes material <br /> presented to the Commission related to the dog park issue. <br /> PARKS AND RECREATION COMMISSION RECOMMENDATION <br /> Recommend the City Council approve the Bernal Property Oak Woodland Schematic <br /> Plan (3-2 with Balch and Streng voting No). <br /> RECOMMENDATION <br /> 1. Approve the Schematic Plan for the Bernal Property Oak Woodland area <br /> (Attachment 1) <br /> 2. Inform the Parks and Recreation Commission of the City Council's intent to <br /> consider constructing a new dog park as part of the Parks Master Plan <br /> implementation process at a location other than the Oak Woodland or the Bernal <br /> Community Park. <br /> FINANCIAL STATEMENT <br /> There is not direct financial impact as a result of this action. <br />
