Kim Obstfeld, Senior Planner <br /> Project Responsibilities:Ms. Ms. Obstfeld's experience and expertise includes Housing Element project <br /> management,stakeholder outreach and public facilitation,specific and <br /> Obstfeld will assist Ms.Walsh with the <br /> master plan preparation,zoning ordinance update task management,and <br /> Housing Element update. on-site administration of city housing programs. She works closely with <br /> Master of City and Regional clients and team members throughout all project phases, including research, <br /> analysis, technical writing,editing,graphics,and presentations. <br /> Planning,California Polytechnic State <br /> University,San Luis Obispo Ms. Obstfeld has a thorough knowledge of state Housing Element law and <br /> has worked on Housing Element updates for the cities of Richmond, Pacific <br /> BS,Communication,Boston Grove,Atascadero,Benicia,Grover Beach, and Pismo Beach. In addition, <br /> University she recently served as task leader for the Downtown Soledad Specific Plan <br /> and Form-Based Code and the Merced Bellevue Corridor Community Plan <br /> and worked on Zoning Code updates for the cities of Pacific Grove, <br /> Petaluma, Kingsburg, Mesa, and Flagstaff. <br /> In addition to long-range planning experience,Ms. Obstfeld recently served <br /> as an extension of staff to administer housing programs for the City of <br /> Dublin. Programs include monitoring the sale and resale of below-market <br /> rate units, monitoring of affordable secondary units,and administration of a <br /> first-time homebuyer loan program. <br /> Currently,Ms. Obstfeld is working on 5th round Housing Element updates <br /> for the cities of Santa Rosa,Yountville, Clayton,Twentynine Palms (in <br /> review), Coachella(in review), and Calimesa and for Imperial County <br /> (conditional compliance). She recently completed the West Sacramento <br /> Housing Element update,which has been certified by HCD. <br /> 4-10 , " ;;4_ <br />
