PMG ' <br /> January 10, 2014 <br /> Janice Stern, AICP, Planning Manager <br /> Planning Division <br /> CITY OF PLEASANTON <br /> 200 Old Bernal Avenue <br /> Pleasanton, CA 94566 <br /> RE: CITY OF PLEASANTON —HOUSING ELEMENT UPDATE <br /> Dear Ms. Stern: <br /> PMC is pleased to provide the City of Pleasanton with this proposal for professional services to update <br /> the City's Housing Element. <br /> Since 1995, PMC has been a full-service firm providing comprehensive community development services <br /> to government agencies. We have considerable experience working with the California Department of <br /> Housing and Community Development (HCD), having completed 45 certified Housing Elements since <br /> 2008, of which 31 were certified after a single round of review. PMC has had great success in guiding <br /> jurisdictions through HCD's new streamlined review process. We recently earned conditional <br /> compliance from HCD within two weeks of submitting the City of Roseville Housing Element for initial <br /> review. <br /> The project team, led by Jennifer Gastelum, has over 13 years of experience managing Housing Element <br /> updates. Ms. Gastelum will manage the City's Housing Element update from the Sacramento office and <br /> will attend meetings and hearings in Pleasanton. She will be supported by Mark Teague, CEQA project <br /> manager; Cynthia Walsh, assistant project manager; Kim Obstfeld, senior planner; and Andrea Nelson, <br /> outreach specialist. Cynthia works in our Sacramento office; Kim and Andrea are located in our Oakland <br /> office; and Mark works from PMC's San Diego office. <br /> We are familiar with the challenges that local governments face to remain in compliance with Housing <br /> Element law, specifically for cities in the East Bay. Our experts have assisted several nearby cities with <br /> their Housing Element updates, including Clayton and Alameda, which faced significant scrutiny and <br /> threat of legal action, and helped Pittsburg develop a housing development strategy to address the <br /> provisions of a court settlement. PMC is also providing housing contract staffing for the City of Dublin, <br /> thus giving us additional local knowledge and experience to draw upon. <br /> We believe our Housing Element expertise and local and regional experience provide us with a unique <br /> insight into your needs.
