THE CITY OF 4 <br /> "' CITY COUNCIL AGENDA REPORT <br /> LEASANTON0 <br /> February 4, 2014 <br /> Community Development <br /> TITLE: ADOPT A RESOLUTION TO APPROVE ALTAMONT SETTLEMENT <br /> AGREEMENT EDUCATION ADVISORY BOARD EXPENDITURE PLAN <br /> FOR FISCAL YEAR 2014-2015 <br /> SUMMARY <br /> The Altamont Settlement Agreement Education Advisory Board (EAB) annually <br /> prepares an expenditure plan for consideration by the authorizing entities. Staff is <br /> submitting the proposed expenditure plan for fiscal year 2014-15 for consideration and <br /> approval by the City Council. In accordance with the Altamont Settlement Agreement, <br /> concurrence by the Northern California Recycling Association (NCRA), the cities of <br /> Pleasanton and Livermore, and the Alameda County Board of Supervisors, is necessary <br /> to fund any proposed allocation from the Education Account. The expenditure plan <br /> outlines the Board's proposed funding allocations for recycling and education program <br /> grants. The Advisory Board is requesting the City of Pleasanton City Council approve <br /> the plan for the upcoming fiscal year. <br /> RECOMMENDATION <br /> Staff recommends the City Council adopt a resolution authorizing the Altamont <br /> Settlement Agreement Education Advisory Board's Expenditure Plan for fiscal year <br /> 2014-15. The expenditure plan outlines the Board's proposed funding allocations for the <br /> entire fiscal year. The Board will be awarding funds to qualified applicants for <br /> implementing recycling and environmental awareness programs based on a competitive <br /> grant process. <br /> FINANCIAL STATEMENT <br /> There is no impact to the Pleasanton General Fund. The source of all funding for the <br /> Education Advisory Board grant recipients will be the Altamont Settlement Agreement <br /> Education Account. Alameda County will release the funds following concurrence from <br /> NCRA, the cities of Pleasanton and Livermore, and the Alameda County Board of <br /> Supervisors. The 2014-15 expenditure plan proposes allocating $500,000 for Education <br /> Advisory Board grants/administration. <br />
