Speaking as someone with a <br /> Master's degree in Historic Preservation, if saving our heritage is <br /> the council's intent, you are failing. <br /> I do appreciate the task force's efforts. I am pleased that the city <br /> has concluded a Historic Context Statement, is committed to <br /> conducting a comprehensive survey of historic properties, and <br /> has included Demolition by Neglect in the amendments. <br /> However, there are many reasons to be displeased. <br /> The proposed new criteria for a property's consideration as a <br /> historic resource only if it was built before 1942 is arbitrary and <br /> capricious. The current criteria of being built 50 or more years <br /> ago (with provided exceptions for younger properties) is the <br /> legally accepted age criteria and should not be changed. <br /> The new proposed definition of Demolition, referencing only the <br /> forward most ten feet of the structure, is destructive- unless you <br /> are building a movie set or a Disney park. Also, the included <br /> exception for replacing windows and doors needs to be <br /> reworded so the fenestration of a building is not destroyed. <br /> For brevity, I won't elaborate on other issues, other than to say it <br />
