6. Historic District? Beware of designating the whole downtown neighborhood as a "Historic
District". That could convert all non-historic properties into historic properties, subjecting them to
special CEQA review, because the entire downtown would arguably become a "historic resource"
nder CEQA.
Conclusion
If you agree with the points made above, or any of them, those points can be implemented as
follows:
-Move to modify Policy 2 of the proposed Historic Resources Policies in the proposed Downtown
Specific Plan by deleting the last two sentences thereof, and substituting in its place the words: "It
shall not be considered a "demolition"if the proposed modifications retain the same look, style, and
character as the existing facade".
-Move to entirely delete Policy 8 of the Historic Resources Policies in the proposed Downtown
Specific Plan relating to compatibility.
-Move to delete the entire second bullet in the proposed Downtown Design Guidelines — Residential
Guidelines under Height and Mass which currently starts with the words "The mass and bulk of new
single-family homes and additions to existing single-family homes are to be compatible with homes in
the immediate area. . . ." and ends with "However, variances may be granted subject to required
findings and established processes"
' hese few amendments to the Staff proposals will encourage historic rehabilitation and property
improvement, allowing downtown Pleasanton to be all it can be.
Take care, Pete
Peter MacDonald
Law Office of Peter MacDonald
Click here to report this email as spam.
4
