The ~erican Red Cross will provid0 funds with which to finance all its reliof operations during natural disaster, Civil defense financing will be provided by public or private agencies other than the Red Cross for Red Cross functions and war-caused disasters. The director shall be responsible for arranging, through the chairman of the local Red Cross chapter, for the participation of the Red Cross in civil defense as a part of the mass care service in case of war-caused disaster, and for the relation- ship between the Red Cross and the civil defense organization in case of natural disaster. DUTXE$. The civil defense and disaster duties of the deputy director ~nd the chiefs of operating services and special services shall be as described in #United States Civil Defense,# National Security Resources Board Doctunent 128, dated September 8, 1950, copies of which shall be filed in the office of the city clerk for use and examination by the public. Such duties as described in "United States Civil Defense# may be changed from time to time by the director by written administrative orders, particularly for the purpose of conforming to recomaendations of the state director of civil defense or subsequent modifications reco~ended by the federal civil defense administrator.
