EXHIBIT A <br /> Scope of Consultant's Services <br /> Phase 1 —Project Kick Off and 1st Oversight Committee Meeting <br /> 1. Obtain and review background material provided by the City. <br /> 2. Execute agreement with the City of Pleasanton and CPRA. <br /> 3. Have art aerial, utility and topo survey done of the site. <br /> 4. Attend a project kickoff meeting with involved staff to discuss project parameters and project <br /> expectations. <br /> 5. Refine and finalize the project schedule and meeting dates. <br /> 6. Conduct a site visit to photograph and note site and environmental conditions. <br /> 7. Prepare an existing conditions power point for the first oversight committee meeting that <br /> illustrates the site's opportunities and constraints. <br /> 8. Obtain and review information about current maintenance/maintenance agreement. <br /> 9. Prepare preliminary master plan exhibits. <br /> 10. Facilitate the first Oversight Committee meeting. Take input on a Mission Statement. Present <br /> existing conditions, needed repairs, review opportunities and constraints, present initial thoughts <br /> on options for continued use of Pioneer Cemetery. Solicit feedback and input from the committee <br /> members. Optional: Brief history of the cemetery to be presented by Committee member Frank <br /> Capilla or a representative from the historical society. Lead a tour of the site. <br /> 11. Prepare a memo summarizing input received at the first meeting. <br /> Phase 2—2nd Oversight Committee Meeting <br /> 1. Develop and refine plan alternative(s) showing where and what type of burials can occur. <br /> 2. Draft Mission Statement. <br /> 3. Develop a draft management plan. <br /> 4. Develop a draft maintenance plan. Meet with staff to discuss current maintenance regimen. <br /> Discuss with CFCS. <br /> 5. Discuss with staff the need and feasibility of creating a public-private partnership to provide on- <br /> going management of Pioneer Cemetery. <br /> 6. Optional—facilitate a meeting to discuss options for a public-private partnership. <br /> 7. Present all of the draft material at the 2nd Oversight Committee Meeting. <br /> 8. Prepare a memo summarizing input received. <br /> Phase 3—Draft and Final Master Plan <br /> 1. Incorporate input received into the site master plan and other draft documents. <br /> 2. Prepare a draft cost estimate for short term and on-going improvements. <br /> 3. Develop draft rules for the cemetery. <br /> 4. Review the existing operations agreement and draft recommendations for changes. <br /> 5. Facilitate a joint Oversight Committee—Community Workshop meeting to present and receive <br /> input on the master plan. <br /> 6. Incorporate input. <br /> 7. Present the draft Master Plan at a joint Parks and Recreation—City Council workshop. <br /> 8. Incorporate input received and prepare the final Master Plan. <br /> Compensation <br /> Not to exceed $61,000. <br />
