Public Comment <br /> Mitch Pereira, owner of 35 Neal Street and 55 West Angela Street, asked what could be done to <br /> expedite completion of the parking area between Neal and Angela next to Delucchi Park. He <br /> acknowledged that the improvement is included in the park's redevelopment plan but said he is <br /> receiving complaints from his tenants about extreme dust. <br /> City Manager Fialho said staff does not yet have details regarding when funding for the project will <br /> become available but said he would meet with Mr. Pereira to discuss what the plans are. <br /> PUBLIC HEARINGS AND OTHER MATTERS <br /> 12. Considered approval of the the Black Avenue Traffic Calming Plan <br /> City Traffic Engineer Tassano presented the staff report and provided an overview of the City's traffic <br /> calming program, which was developed in 1998 to address residents' concerns over speeding, cut <br /> through traffic, volume and pedestrian safety issues. Over the past few years the City has completed <br /> approximately one project per year of varying complexity. <br /> Black Avenue was first added to the program's prioritization list in 2005, though concerns in the area <br /> were evident prior to that, and was selected for the program in the summer of 2012. The first meeting <br /> with residents was held in September 2012 and was the most well attended meeting since inception of <br /> the program. Residents' concerns focused on vehicle speed, pedestrian safety and traffic volume. A <br /> seven member resident steering committee met several times and in June 2013 presented a plan in a <br /> public meeting to the rest of the community. The community offered overwhelming support for the plan <br /> with some changes, and staff then proceeded with the normal petition process to ensure that all <br /> stakeholders had an opportunity to weigh in. <br /> Mr. Tassano listed off the traffic calming tools proposed for the subject area. On the eastern side these <br /> include pavement legends next to all speed limit signs to provide additional notification, a neck down <br /> very similar to a downtown crosswalk at the aquatic center, bulb outs moving toward Greenwood <br /> Avenue to narrow the roadway, control approach speeds and reduce pedestrian exposure.
