forcing drivers to make right turns at a lower speed; thereby improving pedestrian <br /> safety. The scope of work for the installation of the bulb outs includes: removal and <br /> replacement of the existing curb, gutter and sidewalk at all four corners, installation of <br /> new Americans with Disabilities Act (ADA) compliant curb ramps, re-grading of the <br /> existing roadway surface, and possible installation of new drainage inlets to promote <br /> positive drainage flow. <br /> The residents were concerned about pedestrian safety adjacent to the Aquatic Center. <br /> For some events where parking can be difficult to find, they observed a high volume of <br /> pedestrians crossing Black Avenue since they had to park on the south side of Black <br /> Avenue. To improve pedestrian safety, the steering committee recommended the <br /> installation of a neckdown and crosswalk. Similar to a bulb out, a neckdown will extend <br /> the curb and sidewalk closer to the center of the street to reduce the pedestrian <br /> crossing distance. It will also increase pedestrian visibility since the pedestrians will not <br /> be blocked by parked cars, and vehicle speed should also be reduced since the <br /> roadway will be narrowed. The installation of the neckdown will include the replacement <br /> of curb and gutter, installation of ADA compliant curb ramps, possible re-grading of the <br /> existing roadway to promote positive drainage flow, and signing and pavement marking <br /> for the new crosswalk. The estimated construction cost for the curb neckdown in front <br /> of the Aquatic Center is $75,000. <br /> Staff consulted with the Fire and Police departments regarding the installation of the <br /> speed lump along Black Avenue. The Fire Department approved the installation on a six <br /> month trial period. If their emergency response time does not increase because of the <br /> speed lump, then the Fire Department will allow the speed lump to remain in place. <br /> On June 17, 2013, staff conducted another neighborhood meeting to provide the <br /> residents an opportunity to review and comment on the Black Avenue Traffic Calming <br /> Plan. Staff received positive comments and support for the plan. The residents <br /> requested the installation of a second speed lump along Black Avenue. Staff responded <br /> that the Fire Department approved only one speed lump on a six month trial period. If <br /> the Fire Department determines that the speed lump can remain in place, and if the <br /> residents still have a concern regarding speeding, then staff will perform another vehicle <br /> speed survey to determine if another speed lump is justified. <br /> It was decided at this neighborhood meeting to circulate petitions to gain written support <br /> for the plan. Members of the steering committee collected the required signatures for <br /> the petition, and the majority supported the traffic calming plan (see Attachment 2). The <br /> property owners adjacent to the proposed speed lump also supported the use of this <br /> device at the proposed location. <br /> Page 3of4 <br />
