THE CITY OF <br /> 12 <br /> LASTO1 © CITY COUNCIL AGENDA REPORT <br /> December 17, 2013 <br /> Community Development <br /> Traffic Engineering Division <br /> TITLE: APPROVE THE BLACK AVENUE TRAFFIC CALMING PLAN <br /> SUMMARY <br /> City staff has been working with the residents of the Black Avenue neighborhood to <br /> develop solutions to address their traffic concerns along Black Avenue. The City and the <br /> Black Avenue residents have developed a comprehensive plan that includes the <br /> following traffic calming elements: installation of curb bulb outs, curb ramps, crosswalks, <br /> crosswalk signs, a roadway neckdown (in front of the Aquatic Center), 25 MPH <br /> pavement legends, a trial speed lump and pavement striping modifications. The <br /> residents have collected the required signatures to show that a strong majority (86%) of <br /> the residents support the plan. <br /> RECOMMENDATION <br /> Approve the Black Avenue Traffic Calming Plan. <br /> FINANCIAL STATEMENT <br /> The estimated cost to design and construct the Black Avenue Traffic Calming Plan is <br /> $405,000. Funds are not available from the Traffic Calming Program to fund this project <br /> at this time. If City Council approves the Black Avenue Traffic Calming Plan, staff will <br /> review the Capital Improvement Program to identify possible funding sources for this <br /> project, and will provide City Council with a recommended funding source with the Mid- <br /> Term Budget Adjustment process at the end of fiscal year 2013/14 FY. At that time if <br /> Council approves the funding for this project, staff can commence the planning to <br /> complete this project. <br /> The traffic calming devices that will be installed on Black Avenue will require minimal <br /> maintenance. The maintenance cost will be paid through the Street Division's Road <br /> Maintenance Program and the City's Traffic Signal Maintenance Program. <br />
