Per Caltrans direction, the issued Caltrans encroachment permit
is limited to the roadway elements of the Project in anticipation of a rider to the encroachment
permit for the landscaping and gateway elements. The City of Pleasanton also desires to complete
the preparation of the landscaping and gateway features design, and process and obtain a Caltrans
encroachment permit rider for these features.
Based on this request, the following is proposed for the landscaping and gateway features work:
Caltrans Encroachment Permit Rider for Landscaping and Gateway Features
In accordance with discussions conducted with Caltrans, the review and approval of gateway
features and landscaping requires a special review process and will be performed under a separate
encroachment permit rider. BKF will complete the design of the landscaping and gateway
features work and process and obtain a Caltrans encroachment permit rider.
Determination of gateway elements is focused on a vertical ID element and the use of a low
corten wall. The gateway features will need to be presented to Caltrans in a prescribed report for
approval prior to their incorporation into the Project plans and specifications. The foundation
design for the gateway features requires structural and geotechnical consultation, design details,
and specifications. It is not anticipated that Caltrans Headquarters Office of Structure Procedures
will be required for Caltrans approval and is excluded from this scope. It is assumed that the
geotechnical information is limited to providing soil classification for use of UBC code
allowances, and additional field exploration or reports are not required.
BKF will work with the City to determine whether to incorporate this work into the current
Project construction as a bid addendum, a construction change order or a separate construction
contract. Additionally, Caltrans will require that a maintenance agreement between Caltrans and
the City for the upkeep of the landscaping and the gateway features which can be facilitated by
BKF.
The level of work effort associated with the processing and approval of the landscaping, irrigation
and gateway features via a Caltrans encroachment permit rider is estimated at$72,000.
