INTRODUCTION <br /> The California Department of Transportation (Caltrans) has approved a Mitigation Plan <br /> (MP) to meet Caltrans regulatory responsibilities under Public Resources Code §5024 as <br /> a state owned historical resource, CA-ALA-574, is present within the Project Area Limits <br /> (PAL) for the proposed I-680/Bernal Avenue Interchange improvement. The City of <br /> Pleasanton is funding the project as a California Environmental Quality Act (CEQA) <br /> development mitigation measure and is the CEQA Lead Agency. Caltrans is the CEQA <br /> responsible agency. <br /> PROJECT LOCATION AND DESCRIPTION <br /> The proposed project is located within the City of Pleasanton at the intersection of Bernal <br /> Avenue and 1-680 from post miles (PM) 16.5 and 17.0. The PAL includes the <br /> interchange plus public and private land west of the Bernal Avenue southbound on- and <br /> off- ramp. All work will be completed within the public right of way (ROW). <br /> The proposed project will widen Bernal Avenue and install traffic signal modifications to <br /> improve vehicular, bicycle, and pedestrian circulation within the State ROW at the Bernal <br /> Avenue/I-680 intersection. In addition, landscaping and limited signage are proposed <br /> within the on-ramp and within the southeast corner of the intersection of Bernal Road. <br /> CALTRANS APPROVED MITIGATION PLAN <br /> A three-part Mitigation Plan (MP) has been approved to mitigate adverse effects as the <br /> proposed construction may affect cultural deposits associated with CA-ALA-574 within <br /> the Caltrans ROW. The three-part MP consists of: <br /> • (1) a mechanically assisted Test Program within the proposed direct impact areas <br /> in the Caltrans ROW; <br /> • (2) a Data Recovery Program to direct the treatment of any significant cultural <br /> materials exposed during the testing program within the ROW; and, <br /> • (3) an Archaeological Monitoring Program during subsurface excavation within <br /> the Caltrans ROW to be disturbed during construction. <br /> CURRENT SCOPE - Test Program <br /> This scope covers the mechanically assisted Test Program. The other mitigation program <br /> components in the MP are dependent on the results obtained during the Test Program. <br /> TEST PROGRAM <br /> A review of the available archaeological site data suggests that prehistoric cultural <br /> deposits could be present within the proposed project footprint under varying depths of <br /> engineered fill ranging from 30 cm to 180 cm (1.0-6.0 feet) below the present grade. <br /> Scope and Cost Estimate-Archaeological Test Plan <br /> Encroachment Permit 0411-NMC0671 <br /> Mitigation Plan-CA-CA-ALA-574 <br /> June 2013 (Revised November 2013) <br />
