Ms. Wagner explained that city governments are required to adopt a balanced budget. Staff therefore <br /> tracks revenues and adjusts expenditures to reflect those revenues. She noted that as part of tonight's <br /> presentation, revenues exceeded expenditures by $1.8 million, which was then allocated to other funds <br /> to balance the budget. As another example she explained that when it first became apparent in <br /> 2008/09FY that expenditures would outpace revenues, staff initiated a soft hiring freeze that mitigated <br /> the majority of lost revenues and also reduced payments to the Repair and Replacement Fund. <br /> Vice-Mayor Cook-Kallio moved the staff recommendation. She echoed the Mayor's compliments. <br /> Councilmember Narum seconded the motion and said she is happy, as part of the motion, to recognize <br /> the managers whose performance has helped to keep the city financially strong through difficult times. <br /> Councilmember Brown echoed their comments. She said she was pleased to see the contribution to <br /> the PERS Stabilization Fund and that she would be looking closely at the new reports from PERS once <br /> they are released. <br /> Councilmember Pentin also echoed their comments and compliments to management. <br /> MOTION: It was m/s by Cook-Kallio/Narum to waive full reading and adopt Resolution No. 13-647 <br /> accepting the 2012/13FY Year-End Financial Report for the Operating Budget and amend the <br /> 2012/13FY Operating Budget. Mr. Fialho <br /> reported that the event raised $9,000. <br /> Vice-Mayor Cook-Kallio shared both personal and professional comments about Ms. Mohr, whose <br /> legacy includes 16 years on the City Council and serving as the founding member of an elected <br /> women's group lunch that now boasts almost 180 members in the Tri-Valley. She extended her <br /> condolences to Ms. Mohr's family and said she would share information on the memorial service once <br /> available.
