Gardens' generous contribution of land and resources and shared her appreciation over the number of <br /> units being made available and the adjustments made to help address the concerns of the community. <br /> Councilmember Narum said she supported the project wholeheartedly. She complimented Ms. Moffet- <br /> Fehlberg on the architectural consistency with Pleasanton. She said that investing in such a project is a <br /> wonderful use of the Lower Income Housing Fund and, while she would certainly hope to see those <br /> funds repaid to the city, she considered a wonderful investment either way. She noted that she had not <br /> received a single email or phone call in opposition to the project and thanked everyone for a truly <br /> collaborative task force process. <br /> Councilmember Brown also complimented the architecture and said it is a good use of the Lower <br /> Income Housing Fund. She said she is thrilled to finally be able to offer ADA compliant and affordable <br /> housing units for seniors and said she is excited to support the project. <br /> Mayor Thorne also expressed his appreciation for the project. <br /> MOTION: It was m/s Pentin/Cook-Kallio to approve the preliminary site plan recommended by the Task <br /> Force; authorize submittal of a Planned Unit Development (PUD) application to commence the formal <br /> City entitlement process; approved the Disposition, Development and Loan Agreement with MidPen <br /> Housing Corp and loan funding consistent with the DDA from the Lower Income Housing Fund (Fund <br /> 271900); adopt "Kottinger Gardens" as the official name for the proposed new development; approve <br /> an MOU between the City of Pleasanton, The Housing Authority of the City of Pleasanton and <br /> Pleasanton Gardens, Inc.; approve the Predevelopment Promissory Note for $2.8 million and increase <br /> the appropriation of Lower Income Housing Funds (271900) from $8 million to $10 million reflecting the <br /> City's potential total financial contribution to the development; and authorize the Mayor's execution of a <br /> letter to HIJD, on behalf of the City Council, expressing support for the disposition and demolition of the <br /> existing Kottinger Place development. Motion passed by the following vote: <br /> Ayes: Councilmembers Brown, Cook-Kallio, Narum, Pentin, Mayor Thorne <br /> Noes: None <br /> Absent: None <br /> MATTERS INITIATED BY COUNCIL <br /> Mayor Thorne requested a moment of silence in honor of LPFD Fire Captain Paul Chenkovich, who <br /> lost a brave battle with cancer earlier that day. <br /> Mayor Thorne also extended his thoughts and prayers to former Councilmember Karin Mohr, who is <br /> hospitalized with a traumatic head injury suffered during a fall that day. He advised the public that Ms. <br /> Mohr is currently in the ICU. <br /> Vice-Mayor Cook-Kallio echoed his wishes for her good friend and said she would hope for the best. <br /> COUNCIL REPORTS <br /> Councilmember Brown reported on a very impressive Veterans' Day Parade, at which the Mayor <br /> spoke. Both the Council and citizens came out to support the community's retired military, VFW <br /> members and scouts. <br /> Councilmember Pentin reported that Boy Scouts of America celebrated its 100th anniversary this past <br /> week. Festivities were held at one of the local Latter Day Saints churches and included a live feed <br /> from the national jamboree.
